Reg131. First of all, you have to be joking. Homeless people come in family units all the time! Let's say a single parent with children is out of a job, has children, and doesn't have a home. Maybe they stay at a homeless shelter or such. Homeless shelters are full of families! This would be a "homeless family".
Let's try another example. There are 2 parents, or gaurdians or what have you, one is out of a job, the other doesn't earn enough for an apartment or other living situation. Or, their situation is such where sharing is difficult (a hyperactive child,etc). They have children.
This is yet another example of a "homeless family".
I apologize for the frankness, however the rest of what you wrote is discredited, as you seem to not know what you are talking about even with relatively simple concepts.

The primary reason the ACC is in crisis is because there isn't enough space for animals at the "shelters", leading to severe overcrowding, leading to killing NYC's homeless animals at an alarming rate. Ms Lappin and Ms Quinn; explain to me how increasing the hours of the "Receiving Centers" in the Bronx and Queens (from one or two days a week to SEVEN) where their ONLY function is to "receive" more animals, or rather help people to dump, abandon and betray their pets- in other words create MORE homeless animals- relieves the overcrowding, and killing, at the shelters?? As you want them to take the place of full service shelters which WOULD mean more SPACE and less killing, helps how?? And finally- going out into communities to PICK UP animals - who might be people's pets- to bring into overcrowded shelters where they will be killed, tell me how does that help them? Please tell me. I'd be interested to know. You both insult the intelligence of the people of this city by, amazingly, proposing a bill which accomplishes the total and complete opposite of what people are demanding needs too happen. Now that's some sleight of hand! Ms Quinn, everyone knows you are NYC's “Animal’s Enemy #1”. You’re gonna have to cook up a whole lot better than THIS insulting brew to change that perception.
