State bans sale of synthetic marijuana1

The state and federal governments have both banned the sale of synthetic marijuana through executive action, but many lawmakers, including City Councilman Ruben Wills, seen here arguing against the drug at a rally last month, want to strengthen the prohibition through legislation.
