"Resistance came almost immediately after the BID was proposed as business and property owners, residents and other members of the community claimed creating a BID would gentrify the area, weeding out the culture, restaurants and stores that make the shopping corridor along Roosevelt Avenue special."

I live in Jamaica and that very large and active BID certainly did not gentrify the area (all though I wish it would, considering Jamaica is a mess). So the people who are resisting the BID would rather the place look dirty, garbage all over, noise issues, illegal buildings and looking like a low-class third world country, Is that the idea? Pretty much do whatever you want mentality.
