This is legislation whose time has come. Secondhand smoke infiltration in multifamily dwellings jeopardizes the health and welfare of nonsmoking residents. The New York Tobacco Control Program needs to survey city residents, and the Council needs to act. I am confident that Mayor Bloomberg would support this legislation. See:
